This flashlight was a promotional item, although it's not sure for which release. The owner seems to recall it came with a special release of Police Quest 1 or 2 that had a window in the box, showcasing teh flashlight. Somebody else recalled he got it with the purchase of the Police Quest 1 VGA remake.
